We need resource with knowledge of performance testing tools like HP performance tester, Jmeter, should have knowledge of UNIX, hands on SQL, should be able to identify scope for performance testing and suggest performance testing solutions and tools to client. Resource need to understand concepts like connection pooling, memory management, heap memory.
