Job Title - Test Manager
Location – Home base in Wilmington, DE
Duration – 6+ Months 

Cliet is looking for a Test Manager with the following skill sets: 

 

Initiation & Planning

• Works with project managers and technical leads to understand high level scope and timelines in order to provide estimates 

• Identify program test management level estimates and resource needs 

• Provides oversight and management for all test activities/resources (planning, management, execution and communication) at the program and work stream level 

• Create and review the Program Test Strategy including the data strategy for all test levels that provides direction to sub-programs and projects associated with the program 

• Identify cross-program test requirements, data and dependencies 

• Create, review and maintain testing project plan to track and manage dependencies across the testing lifecycle and secure appropriate resources 

• Interfaces with the Program Leads, Project Managers, Delivery Leads, Infrastructure Leads, and Deployment Leads (project team) to enable meeting code deployment delivery test timelines 

• Review test execution plans across the program; plan appropriate test cycles, number of test cases, prioritization of test cases (working with business partners), planned number of test cases to be executed each day, test coverage, traceability of requirements to test cases/scripts 

• Identify and manage testing gaps, issues and dependencies

• Identify testing risks and mitigate appropriately 

• Determine test data strategy – create, mine and modify, extract production data 

• Plan for, and adhere to, data masking requirements 

 

Analysis & Design 

• Create and review end-to-end test scenarios, test cases, test scripts, excepted results, and data requirements 

• Identify testing efficiencies and automation opportunities 

• Develop regression test suites for efficient, ongoing testing 

 

Execution 

• Coordinate all IT testing activities across the program 

• Manage planned vs. actual test cases executed and implement corrective action to stay on schedule where needed

• Ensure testing risks are mitigated, driven to closure, or escalated as appropriate 

• Facilitate and lead test status meetings and associated defect calls, work with delivery leads to ensure quick turnaround times on defect resolution and report retesting results 

• Track defects in terms of date opened, issue, owner, target resolution date, target retest date, target close date 

• Drive resolution of testing issues, defects, dependencies and gaps 

 

Implementation 

• Ensure all phases of testing are complete and signed off 

• Ensure any outstanding defects are resolved or deferred 

• Provide test summary and present at production go/no go meeting, along with recommendation 

• Collect and summarize lessons learned, and incorporate into testing processes moving forward 

General, Communication and Reporting 

• Facilitates and builds productive and collaborative relationships with delivery, business and testing organizations 

• Partners with project team members to improvements to tools and processes to increase testing efficiency (earlier defect detection, shorter testing cycles, effective regression suites) 

• Establish format and content of daily and weekly test status communications; maintain test scorecard of planned vs. actual execution results and defect rate 

• Act as the single point of contact for all CORE Program testing activities 

• Providing executive level reporting and status 

• Facilitate ongoing monitoring and escalations as needed 

 

Mandatory skills - the absolute minimum skill level required for the candidate to be considered:

• 8-10 years testing management experience 

• ISTQB certification preferred 

• Demonstrated experience in performing test planning and execution for complex projects on time and at or under budget 

• Experience in managing test resources and budgets of $15-20M 

• Exemplary facilitation and coordination skills including effective test planning, test data management, test automation, testing efficiencies, regression test, PVS test, testing capacity planning, test scheduling, execution and tracking 

• Possess strong analytical and problem-solving skills 

• Broad knowledge of the development life cycle (SDLC) 

• In depth knowledge of the healthcare insurance industry 

• International experience 

• Experience in working with multiple vendors and offshore teams 

• Ability to gain confidence with the business 

• Strong collaboration skills 

• Ability to influence at multiple levels 

• Strong team leadership 

• Strong vendor management skills 

• Strong negotiation skills 

• Adherence to process and audit requirements 

• Ability to communicate with all levels 

• Persuasive and collaborative, with the ability to drive the work and influence others 

• Flexibility in a dynamic and fast-paced environment
