The TxDMV is responsible for:
· Vehicle registration, titling, and licensing;
· Issuance of motor carrier operating authority;
· Motor carrier enforcement;
· Licensing of vehicle dealers; and
· Awarding of grants to law enforcement agencies to reduce auto theft and increase public awareness.
There are over 400 FTEs located at TxDMV headquarters in Austin and 16 regional offices across the state. TxDMV partners with the county tax assessor-collectors in the state's 254 counties to provide service to approximately 21 million customers.
The Vision 21 initiative is a multi-year, multi-phased total rethinking and revamping of the DMV-related processes of Texas. These process and attendant procedural changes will be supported by a new, web-based technology system. All changes are focused on providing world-class customer service and improving operating efficiency.
The Worker shall provide organizational change management support to the TxDMV Vision 21 Program. The Worker shall work closely with the Vision 21 Program Change Management Manager and agency leaders to understand and advocate agency views. The Worker shall work collaboratively with agency staff and the members of the Vision 21 project teams to develop and implement effective strategies and processes enabling the successful implementation of Vision 21 Program solutions. These strategies and processes enable TxDMV to maximize benefits and lower risks for all stakeholders. The Worker shall lead Vision 21 program team efforts to monitor stakeholder relations, determine organizational changes related to process improvements, and support system deployment initiatives, including the delivery of communications, training and performance support. The Worker shall be responsible for implementing the communications strategy for Vision 21; designing, developing and delivering internal and external communications; and mentoring project-level personnel regarding organizational change management.
Required Skills:
· Experience planning and executing enterprise-wide organizational change, including implementing organizational changes; and implementing communication plans and training and performance support
· Experience in enterprise-wide communications; stakeholder management; and complex communications to outside audiences including town hall type meetings
· Experience in establishing and working effectively in teams, collaborating across all levels of employment hierarchy and organizational areas
· Extensive understanding of organizational change management principles and best practices and knowledge of IT-enabled change and benefits delivery
· Experience working on process-change activities supported by IT solutions
· Experience in project management or supervision
· Experience with PowerPoint and other MS Office applications
· Leadership skills and experience and ability to capture key elements in brainstorming sessions, generate group member direction, and lead group to define and achieve goals
· Experience working independently, managing multiple tasks and directional changes under short and firm deadlines and a strong ability to work creatively and analytically in a problem-solving environment
· Interpersonal skills, communication, facilitation and presentation (written and oral) skills
· Bachelor's degree, preferably in Communications, Journalism, Psychology, Social Sciences, English, Advertising, Marketing or Business Administration
