Skill set:
Oracle 10G/11G
Strong  conceptual understanding of relational databases
Strong PL/SQL development skills
Stored Procedures and Package development
Database Performance investigation and resolution
Use of performance investigation tools
Experience with OLTP systems and large amounts of data
Database design and ERD creation
N-Tier Architecture
