Project Manager Level 3

Lansing, MI

Position Description:

The required position is for one project manager to lead multiple Information Technology (IT) projects in support of the Department of Community Health (DCH). Potential projects include: The MIHP MDS and IDS Update Project which will enhance the Maternal Infant Health Program (MIHP) Maternal Discharge Summary (MDS) to make it compatible with the new rewritten Maternal Risk Identifier and to change the interventions to match the plan of cares. This project will also change the interventions to match the plans of care with the interventions in the Infant Discharge Summary (IDS). The Oracle Discoverer to Business Objects Project which will migrate Oracle Discoverer Reports to a Business Objects reporting environment. This is required due to product end of life, and loss of vendor support. The Cost Settlement Program Request for Proposal (RFP) Project will support the effort to assist the Cost Settlement Program area with generating a RFP to replace the Hospital Claims Reimbursement Division (HCRD) applications. The File Transfer Rewrite Project will rewrite an existing application used in multiple areas of DCH for file transfer. The existing application is utilizing old technology which does not meet requirements for data encryption or data security. The new application will ensure compliance with data encryption and security standards, and provide the opportunity to implement requested enhancements to the application. The project manager will be assigned projects in the portfolio (as noted above or other projects) as prioritized by the State. As a member of the Program Management Office (PMO), the project manager will follow the State's SUITE methodology (and required deliverables), and utilize the State's project management tools, to perform project planning through project execution.    

Skills Required Solid skills in project management utilizing a formal project management methodology. Solid skills in project scheduling utilizing a project scheduling tool such as MS Project. Solid skills in Microsoft Word, Excel, and PowerPoint. Strong leadership and communication skills. Ability to communicate technical terminology at levels appropriate to the audience both orally and in writing.    

Skills Preferred Project Management Professional (PMP) certification preferred. Agile Scrum skills.    

Experience Required 8+ years of experience in project management utilizing a formal project management methodology, including experience in project planning, scheduling, tracking, issue management, risk management, change management, and status reporting. 8+ years of experience in project scheduling utilizing a project scheduling tool such as MS Project. 8+ years of experience in Microsoft Word, Excel, and PowerPoint.    

Experience Preferred Experience with State of Michigan SUITE Project Management Methodology (PMM) and System Engineering Methodology (SEM) preferred. Experience in Agile Scrum.    

Education Required     

Education Preferred Project Management Professional (PMP) certification preferred.   

Additional Information The technical environment for performing the work includes, but is not limited to, Microsoft Windows XP, Microsoft Windows 7, Microsoft Office 2010 (Word, Excel, PowerPoint, Visio, and Project), Change point, and Microsoft Outlook/Exchange.
