Minimum Skills: Please indicated the number of years of experience for each required skill.
· Architect and design service oriented architecture (SOA) for tax system at Texas Comptroller's Office (CPA)
· Work with Franchise 2011 Electronic Filing Project team and deliver project artifacts in a timely manner
· Participate in implementing Web Service, EJB and other advanced technology along with the project team
· Communicates clearly and effectively with all involved parties, including stakeholders, executive management, and system integrators
· Work closely with technical lead, PM, developers and subject matter experts
· Mentor and train Junior developers on technology
· Conduct and contribute in design reviews and code reviews
· Help consulting on future architecture and technology roadmap at CPA
· Analyze performance and troubleshoot application problems
· Follow the standard CPA guidelines and procedures
· Create, maintain and improve new and existing documentations
· Communicate effectively and correctly in writing and verbally on a variety of business matters as required
· Perform related work as assigned
Special Requirements:
· CPA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. CPA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker.
· Candidate may have to work evenings or weekends in order to meet business needs and or deadlines.

Duties:
This position will be responsible to implement electronic filing system via Web Service for 2011 Franchise Tax. The worker should have hands on experience with designing and architecting Java enterprise application and in-depth knowledge about service oriented architecture and related strategies. Franchise tax is one of the most important taxes State of Texas is collecting and the system we are building will interface with other existing applications and databases. The worker will work together with customer software development team throughout the whole software development life cycle. Mentoring and training existing staff member will be part of the job to ensure key knowledge are transferred and backed up. The successful candidate should be able to create solution with available tool set and environment. The successful candidate will also be asked to consult management on technical decisions and abide to agency established guidelines and procedures.
Services could include involvement during routine maintenance windows, which usually involve weekends and evenings.
