I have a new requirement for a Business Analyst, Austin, TX that I thought you might be interested in.

 

Contract length   4 – 6 Months  

Rate - Open

The Texas Department of Health and Human Services Commission (HHSC) Enterprise IT is currently in the planning stage of an enterprise data governance initiative by:

·         Evangelizing Data Governance across the Enterprise.

·         Operating an internal Enterprise Data Matching Workgroup.

·         Coordinating efforts with multiple Medicaid-related information projects throughout the Enterprise.

 

Worker responsibilities may include:

·         High-visibility intensive relationship building with stakeholders at all levels throughout the five-agency HHS Enterprise.

·         Research of the Enterprise Data Warehouse history, mission, vision, and artifacts.

·         Research of the HHS agencies, the stakeholders, their issues, and their objectives.

·         Oversight of vendors including managing timelines and accountability for the validation of deliverables.

·         Interest in and application of data analysis techniques.

·         Performing thorough business analysis pertaining to data governance.

·         Facilitation and control of workgroups and workshops, ensuring that agendas are adhered to and deliverables are generated.

·         Understanding data management issues and ability to relate that understanding to the HHS information technology organizations.

·         Responsible for project documentation, including storage and archival of vendor deliverables and artifacts.

·         Development of presentation materials (MS/Visio Diagrams and PowerPoint Presentation materials) and delivery of those presentations to project sponsors and stakeholders as requested.

·         Establishing and maintaining good interpersonal relationships between the team and with the stakeholders.

·         Ability to protect sensitive information and communicate tactfully.

 

Required Skills:

·         12 Years experience - Business Analysis in the information technology industry with emphasis on understanding data, data flows, and the need for data quality and integrity.

·         10 Years experience - Coordination of cross-organizational initiatives to improve data quality and integrity, establish data definitions, and document business rules.

·         10 Years experience - Facilitation of process design and business process improvement initiatives directed at improving services.

·         10 Years experience - Meeting planning, scheduling, materials preparation, facilitation, and follow-up on action items, with an emphasis on being able to facilitate group discussion toward the objectives of the meeting agenda. Delivery of presentations and training to all levels, including end-users.

·         8 Years experience - Creation and maintenance of documentation, including but not limited to: strategic, business, and functional requirements, policy and process documents, and training materials.

·         8 Years experience - On a change management project, experience managing relationships and negotiating agreements with the project stakeholders, from executives to technical SMEs to business stakeholders; expertise at developing rapport and buy-in.

·         Strong initiative and ability to identify priorities and accomplish multiple objectives with limited direction

·         Outstanding oral and written communication skills, including superior presentation skills with creative responsibility in the development of presentation materials.

·         Expertise in utilizing MS/Office suite (Word, PowerPoint, Excel), Visio, and Microsoft Project
