Good design and development experience. Strong Mid level, prefer Senior person. If it says it on the resume, they need to say how they personally used the technologies. They don't care how the project used it..they want to know what the person personally used it for and why. Functional requirements are there but the consultant will need to take the requirements and determine their own software tasks and then code them themselves. No one is going to "spoon feed" them the software tasks. This is not at all a heads down coder role… they will do it all.
