SNR. IT BUSINESS-PROCUREMENT ANALYST(Need Matching profile)

GC or US Citizen

Client: NY CITY GOVERNMENT

Duration: 3+ MONTHS 

Location: NEW YORK, NY

Rate: $75/HR. C2C.(negotiable)

Interview: FACE-TO-FACE

 

 

ROLE OF POSITION

1. Define future procurement workflow for Dynamics PPMS system, using a proven methodology to analyze existing procurement process including gathering data and performance statistics, process flow mapping, interviewing employees, partners and clients who participate in the procurement process. 
2. Lead a team of selected internal employees to analyze the As-Is process and make recommendations to bring about dramatic improvements in quality and efficiency.
3. The work effort will include the delivery of a strategic plan and roadmap to implement these recommendations, a new system of Key Performance Indicators to measure improvements, recommendation of an automated procurement tracking tool, cost analysis of the solution. 
4. Put robust processes in place to facilitate consistent contract and vendor management.

 

 

MANDATORY REQUIREMENTS-Candidates must have the following requirements:

• At least 8 years of experience managing a large New York City administrative team.
• Track record of automating and re-engineering processes in a government environment.
• Understanding of New York City laws, policies and regulations.
• Strong leadership, communications and interpersonal skills and able to mentor and develop staff in a high volume, administrative environment with multiple deadlines.
• Experience working with executive and legal staff in a government environment.
• Knowledge of commercial procurement, workflow, reporting applications.
• Knowledge of New York City procurement, workflow, reporting applications used by other City agencies.
• Knowledge of MS Access, MS Excel, MS Project.
