Position: Construction Contracts Specialist

Location: Glen Allen, VA

Duration: 6.5 Months (Contract)

Rate: Negotiable

 

Job Summary: 

  • This role acts as the key expert that drives major value enhancement in Supply Chain Management (SCM) strategies as dedicated SCM support to the Generation Construction and Business Development (GCBD) Group.
  • Works extensively with the GCBD Group to identify SCM support needs and perform strategic planning activities related to Nuclear, Coal, Renewable, Combustion Turbine and Environmental Construction Projects. 

Specific Duties Include:

  • Identifies potential suppliers for specific projects and establish objective screening criteria to establish a final bidders list.
  • Develops and issues Requests for Proposals containing complex pricing tables, performance schedules, liquidated damages, escalation and financial security options.
  • Provides detailed comments in the development of Specimen Contracts to include all Contract Exhibits.
  • Analyzes supplier proposals and perform commercial, legal and insurance reviews including net present value analysis, supplier financial stability analysis, management and operational infrastructure analysis, etc.
  • Leads/participates with the GCBD personnel in negotiation of price, delivery, terms and conditions, performance incentives and liquidated damages provisions, escalation, insurance and lead the effort to manage all Contract Exhibits.
  • Leads/participates in development and administration of measurement tools based on contract and supplier management program requirements.
  • Prepares and issues clear and concise contracts and thoroughly document award decisions. 
  • Works with GCBD personnel to establish and manage Eroom's for hosting RFP packages and all other project data relative to assigned projects.
  • Documentation needs to support both SCM Procurement Procedures and be able to withstand Regulatory (SCC) scrutiny.
  • Identifies possible leverage opportunities across the Generation fleet through performance of spend stream analysis and other objectively created criteria.
  • Coordinates efforts for trend analysis and the identification and implementation of associated process improvements.
  • Introduces innovative supply chain techniques such as reverse auctions, collaborative planning, etc. into procurement process.
  • Administers contracts to assure compliance with their terms, conditions and requirements.
  • Issues Change Orders when necessary and resolves contract claims, invoice discrepancies and contractual non-compliance issues.
  • Leads/participates on internal SCM or cross-functional teams pursuant to strategic initiatives designed to provide cost-savings, leverage purchases or improve processes.
  • Performs other duties as requested or assigned

Knowledge, Skills & Abilities:  

  • Minimum 10 years experience in supply chain management, (extensive construction contracting and strategic sourcing experience)
  • In-depth experience in total cost of ownership techniques
  • In-depth knowledge of construction procurement, planning, scheduling, business and contract law.
  • In-depth knowledge of overall procurement practices, procedures and policies.
  • Basic knowledge of job specific applications and materials management, corporate finance and accounting principles.
  • Strong knowledge of supplier relations, supplier management and tactical planning.
  • Working knowledge of Company systems, processes, and/or interfaces.
  • Capable of multi-tasking large projects simultaneously for different internal customers to include time and priority management skills.
  • Working knowledge of Microsoft Office suite of products.
  • Experience with SAP procurement module a definite plus.
