PROJECT DIRECTOR
At a minimum, this resource shall possess the necessary skills and perform the following services:
· Direct and manage large and complex projects and programs from beginning to end.
· Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
· Develop full-scale project plans and associated communications documents.
· Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
· Coordinates, plans, and implements project and program activities with
· Client departments on an ongoing basis.
· Performs initial estimate of resources and participants needed to achieve project goals and re-evaluates resources and participants levels during project life cycle.
· Set and continually manage project and program expectations with team members and other stakeholders.
· Ability to delegate tasks and responsibilities and manage performance of project team members, including technical leads, project managers, and administrative support staff.
· Identify and resolve issues and conflicts within the project team.
· Identify and manage project dependencies, project risks and issues, and critical path.
· Manage project milestones and deliverables to ensure quality and timely delivery.
· Develop and deliver progress reports, proposals, requirements documentation, and presentations.
· Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
· Proactively manage changes in project scope, identify potential crises, and devise contingency plans. Define project success criteria and disseminate them to involved parties throughout project life cycle.
· Coach, mentor, motivate and supervise project team members.
· Build, develop, and grow any business relationships vital to the success of the project.
· Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
· Develop best practices and tools for project execution and management.
· Plans, organizes, and directs design collaboration for new District-wide projects and programs.
· Monitors scheduling and cost controls initiatives relative to projects and programs.
· Directs the preparation of required reports to ensure compliance with government regulations and District policies and rules.
PROJECT MANAGER
At a minimum, this resource shall possess the necessary skills and perform the following services:

· Determine and assess need for additional resources.
· Set and continually manage project expectations with team members and other stakeholders.
· Delegate tasks and responsibilities to appropriate personnel.
· Identify and resolve issues and conflicts within the project team.
· Identify and manage project dependencies and critical path.
· Manage project milestones and deliverables.

Skills Needed:
PHASE I - MINIMUM QUALIFICATIONS REVIEW
Proposers shall meet each of the minimum qualifications requirements at the time of proposal submittal.
1. The Project Director must have a minimum of the following:
a. A Bachelor’s Degree in the field of Business Administration, Public Administration, Information Technology, or a closely related field.
b. A Project Management Professional (PMP), Program Management Professional (PgMP) or equivalent certification
c. A minimum of ten (10) years of experience in the area of project management with at least the last five (5) years of relevant experience performed for a Public (Education, State or Federal) and/or large Private institution.
1. The Project Manager must have a minimum of the following:
a. A Bachelor’s Degree in the field of Business Administration, Public Administration, Information Technology, or a closely related field.
b. A Project Management Professional (PMP) or Program Management Professional (PgMP) or equivalent certification
c. A minimum of five (5) years of experience in the area of project management with at least the last three (3) years of relevant experience performed for a Public (Education, State or Federal) and/or large Private institution.
