Professional Billing Business Systems Analyst

 

 

SUMMARY

 

Scope:                 The Business Systems Analyst is responsible for working with customers to define scope, analyzing and documenting requirements for future state workflows, application configuration, interfaces, reports, and drive testing to ensure requirements are met.

 

 

BACKGROUND

 

Client is replacing its current Patient Management, Scheduling and Billing systems with the Siemens Soarian Scheduling and Financials applications.  The current Siemens INVISION system (internally referred to as the "CARE" system) provides Patient Management, Resource Scheduling and Hospital Billing functionality.  It was installed in 1988 and has been highly customized.  Professional Billing functionality is currently provided by GE Healthcare Centricity FlowCast (IDX), which was installed in 1986.

 

Transactional volumes processed by these systems are significant, as evidenced by the following FY2010 statistics:

 

·         < /span>Active users:  14,000

·         Distinct patients served:  115,086

·         Distinct appointments scheduled:  2,629,839

·         CMS 1500 claims submitted:  1,500,000

·         CMS 1450 (UB04) claims submitted:  472,000

 

The current environment requires extensive integration of CARE & IDX data with other institutional applications.  The Lawson Cloverleaf Integration Engine is utilized to distribute approximately 1,800,000 messages from CARE and IDX per day.   Integration with the in-house developed Electronic Medical Record, Clinic Station, is achieved through HL7, web services and stored procedures.  

 

The Business Systems Analyst will utilize their technical GE Healthcare Centricity FlowCast (IDX) experience to assist in defining scope, analyzing and documenting requirements for future state workflows, application configuration, interfaces, reports, and drive testing to ensure requirements are met.

 

DUTIES

·         Review and understand current state and future state business processes and workflows, as needed

·         Evaluates the business and technical implications of the application of technology to the current and future business environment.  Provides this input to the project team and customer.

·         Identify and document business requirements, as needed

·         Translate requirements and use cases into test conditions and expected results for unit and integrated testing

·         Serve as a resource for the Organizational Change Management team as they evaluate training and performance support needs and design the training and performance support products.

·         Identify, triage and resolve defects

·         Serve as a liaison to the business community. Participate in a user and task analysis to maintain the business community's perspective

·         Work closely with the business community to identify cutover requirements and ensure they have been resolved or appropriately addressed prior to cutover

·         Availability to attend vendor-sponsored training session

 

SKILLS REQUIRED

·         Demonstrated ability to analyze and design business processes in the healthcare and GE Healthcare Centricity FlowCast (IDX) professional billing areas

·         Ability to interview end users to solicit correct information required to build a schedule that meets the users' requirements, while staying within scope of the predefined template

·         Ability to develop product requirements based on input gathered from a variety of sources including analysis results and feedback from the user community

·         Ability to  follow test scripts and validate the expected results based on the application and department's requirements

·         Ability to review project deliverables for completeness and quality, and compliance with established project standards

·         Experience with application unit and integrated testing using structured testing methodologies

·         Experience with Computer Based Training (CBT)

·         Experience working in team environments, including vertical, horizontal and matrixed

·         Experience with basic productivity software (e.g. Microsoft Word, Excel, , Outlook, SharePoint)

·         Excellent verbal, presentation and written communication skills

·         Ability to work independently

·         Ability to follow written directions

·         Ability to confer with customers in a professional and courteous manner

·         Functional knowledge of networked and distributed computing environments

 

 

SKILLS PREFERRED

 

·         Technical experience with GE Healthcare Centricity FlowCast (IDX) software

·         Experience working in the mainframe environment

·         Experience with system development life cycle methodologies

·         Experience with project management software (e.g. Microsoft Project)

 

 

 

DELIVERABLES

As described in the duties section

Due as agreed upon

Weekly submission of activity report via email to the Project Manager

 

 

PERFORMANCE CRITERIA

 

Demonstrated ability to analyze requirements and document design to meet requirement

Deliverables met on time

Demonstrated quality customer service

Attendance at meetings as required and on-site presence (40 hours per week, Monday-Friday), with flexible schedule if needed to accommodate end user availability

 

EDUCATION

 

Required

Bachelor's Degree in computer science, software engineering,management information systems, healthcare, or related field. 

·        Significant relevant experience may be substituted for the required education degree on a one to one year basis.

 

Preferred:

·         Masters degree in computer science, software engineering, management information systems, healthcare, or related field.
