Required Skills:

SDLC including requirement development, unit testing, integration testing, user acceptance, data interfaces, QA & deployment

Solving business and technical problems independently, creating innovative solutions

Coordinate multiple projects using Microsoft Project and met schedule and deadlines in creating deliverables

Experience with Crystal Reports, Lotus Notes, SharePoint, .Net applications development

Understanding and experience with web-based applications and COTS products that capture data and generate reports

Troubleshoot and solve complex problems related to analysis, customization of application screens and training end-users effectively.

 

Description:

The Business and System Analyst (BSA) will be part of the team in support of the re-engineering and upgrade of the DC Department of Corrections' Offender Management System (OMS).  The current OMS is being upgraded from a client-server to a web-based solution.  As part of the upgrade, the business processes used by the DC Department of Correction (DOC) will be evaluated, analyzed and improved to take advantage of the features and functionalities of the new system and capabilities. 

 

The BSA will assist in work according to a pre-determined work flow and project plan with appropriate activities to produce defined business process reengineering deliverables characterizing the "as-is" business process.  The BSA will identify opportunities to improve efficiencies and eliminate data entry errors, streamline work processes, and reduce paper.  The BSA will also collaborate in the development of a future "to-be" business process for the District, and coordinate with the vendor implementing the new OMS.  The BSA will work with front-line workers and all levels of management from Correctional Officers to the Director of the Department.

 

The BSA will assist in the development of the specification of core IT system requirements to facilitate the inmate management processes, new system screens, management reporting materials, dashboards, and formats, and the drafting of proposed new system functionalities.  The BSA will be responsible for developing, testing and implementing all interfaces associated with the offender management system (OMS) operated by the DC Department of Corrections (DOC).

 

Following are some of the key activities:

       Meet with customer and creates designs, uses desktop tools (e.g. Snag-it, Visio, Word, Excel) to gather requirements, analyze needs, identify risks, propose designs, documents, and carry out analysis.

       Document existing processes, workflow, and procedures by capturing steps, screens, forms, data fields, actions, etc. in the "as-is" state.

       Lead and facilitate process-related meetings and perform useful interviews with SMEs

       Document various system interfaces between existing offender management system and other systems such as online payment, commissary requests, telephone, victim notification, inmate medical records and court systems.

       Develop specifications to convert existing interfaces and build new interfaces such as incident management, release processing and billing.

       Work with other District of Columbia agencies and contractors (e.g. Superior Court, District Court, MPD, etc.) to define and document current business processes and lead efforts to analyze, design, and document requirements for improved and streamlined business processes and procedures.

       Analyze data to ensure the systems and interfaces will be highly reliable, secured, scalable and risk-free.

       Work in close collaboration with colleagues in a fast paced deliverable driven environment to facilitate accurate documentation and translation of business requirements for IT solutions.

       Serve as a liaison between the stakeholders of the offender management system, provider of the system, and District's IT organizations in the conversion and implementation of new requirements.

 

Must be able to meet deadlines and urgent deliverables.  May be required to work in different shifts since the Department of Corrections is a 7 days per week, and 24 hours per day operation.

 

Must be able to work independently as well as cooperatively as part of various sized teams and with various levels in the organization. Must be able to work effectively in a fast-paced IT environment with quickly changing priorities.  This position will report to the Project Manager of the Offender Management (OMSe) Upgrade Project.
