Complete Description:
As part of the OCFO OCIO team, the consultant will be the lead functional analyst for the implementation of Hyperion Planning and Budgeting modules and integration with district's core financial system – Oracle EBS R12. This project, Hyperion Planning and Budget module implementations and implementation of core financial systems, are part of larger modernization effort.
The ideal candidate must have solid functional experience in implementing Hyperion Public Sector Planning and Budgeting modules such as Hyperion Planning Plus, Oracle Hyperion Public Sector Planning and Budgeting, Hyperion Financial Data Quality Management. The candidate should have experience in implementing and supporting Hyperion systems and resolving complex business and technical issues with a strong customer focus. The successful candidate must also have proven expertise in building efficient business processes and delivering projects which improve end-user productivity while maintaining appropriate business compliance controls.
The consultant will also work with a diverse team of OCFO IT and business unit users and management, as well as a variety of contractor groups to assess current capabilities, identify high-level business requirement to meet business owner needs, document requirements, document "As-Is" and "To-be" process flows, perform fit-gap analysis, and configure the system. A successful candidate will also assist in translating requirements into test conditions and expected results for product, performance, and user acceptance testing.

Desired Skills & Experience:
•Bachelor's or Master degree in Finance, Accounting or Information Technology
•13 years of experience with 4+ years of hands-on experience in Hyperion Planning/Budgeting, forecasting, reporting, EssBase with at least 2+ full lifecycle implementations using a formal implementation methodology
•More than 8 years for functional analyst experience in implementing accounting and budgeting systems.
•Deep expertise in Hyperion Systems with proven implementation success and support.
•A strong power user or administrator with Hyperion Planning (including workspace) and EssBase (business rules, member formulas, calculations scripts and optimization).
•Strong understanding and experience with Hyperion Financial Reporting, Web Analysis, Shared Services and SmartView for Office administration is also desired.
•Ability to configure, design, develop and support application solutions to meet client requirements.
•Experience with preparing user documentation and conducting user training
