Description of Work to Be Performed and the Specific Skill Sets Needed:

The scope of work for a HJIP QA team member includes but is not limited to; creating Test plans from Business Requirements Documents, reviewing and providing input in to Logical and Physical designs, and creating supporting agency documentation.  From the define and design phases of the HJIP Software Development Lifecycle (SDLC), traceable test cases are written and SQL code may be developed to aid in test verification. Testing involves defect tracking, recording results, and managing reporting.

This QA position will be involved primarily with:

Web based application testing – Involving the validation of interface and business rule functionality for various agency applications.  The application testing also includes validation of database (SQL) functionality. 

The following skills are required for this position:

Five or more years of web-based application quality assurance experience
Two or more years of automated testing experience with Rational Functional Tester, Parasoft SOAtest will also be considered.
Two or more years of performance testing experience with Rational Performance Tester, Parasoft Load Test will also be considered.
Two or more years of SQL query experience with Microsoft SQL Server.
Knowledge of all aspects of the software development life cycle including design, development, testing, implementation and support.
Proficiency in writing test plans, creating test cases, test data, and user documentation.
Ability to establish and maintain effective working relationships with all levels of the organization and contribute in a team environment.
Effective analytical, organizational and time management skills.
Excellent written and verbal communications skills.

The following skills are not required for this position but highly preferred:

One or more years of Rational RTC and/or RQM experience.
Two or more years of IBM MQ Broker experience.
Two or more years of XML experience.

List of Deliverables, e.g. what the consultant(s) will be expected to accomplish:
Manage the project in the creation and execution of test plans, test cases, and test data within the framework of a structured test methodology.

Ensure test cases developed are clear, repeatable and traceable to the requirements.
Work with agency business and IT users to better understand their area and how they integrate and depend on other agencies.
Execute manual testing of web applications.
Develop automated test scripts to validate system functionality.
Design and facilitate the execution of User Acceptance Testing (UAT) as well as create user documentation.
Define QA scope, effort, and test environment needs.
Authorize the movement of project software between environments, ensuring compliance with all quality processes and standards; i.e. entry and exit criteria defined and followed.
Utilize defect-tracking tool to ensure compliance with the defect-reporting process.
Work with developers to resolve issues.
Coach and mentor other QA team members. 

Provide weekly status updates to Technical lead with estimated time to complete for remaining work.

Impact/Outcome from a Business Perspective:
Critical team member needed for technical point expertise.  Will be functioning member of the HJIP Team, ensuring the projects are delivered to plan.
