This is a blended role. Think "Chief of Staff" type role willing to roll up sleeves and flex to whatever is needed to be successful strategy consultant, 
change manager, project manager, analyst, project coordinator (PC as in schedule meetings) examples of help needed: writing RFP's, evaluate and help select partners, 
create gannt charts, status reports, help with structure and implementing change. 
be able to follow process and work with sourcing may bring up needing org design conversations (not needing to do the redesign but bring ideas forward) 
think true consulting type of role Not needing someone with tons of experience though- I would say 8+ years
