Job Description:
oConduct meetings to elicit system (functional, non-functional, business rule) requirements. The work will NOT involve elicitation of business or stakeholder requirements.
oCompile, document, and represent system requirements for information systems
oUse Unified Modeling Language (UML) techniques to create use case models and specifications that represent system processes
oConduct analysis review sessions with business staff and peers to ensure accuracy and understanding of requirements and use case models
oCreate time and cost estimates based on requirements and work efforts required by all phases of the software development life cycle.
oConduct application design sessions
oCreate system prototypes, site maps, and screen flow design specifications
oProduce detailed technical design specifications meeting business and system requirements defined during analysis
oConduct design review sessions with business staff and peers to ensure accuracy and understanding of requirement design
oConstruct data models and activity/process models as may be required to define system functions
oCoordinate closely with IT management, team members, and other State Agency personnel, as needed, to ensure proper analysis, design and implementation of program and system specifications
oFacilitate issues, risks, resolutions regarding system requirements and design
oParticipate with Quality Assurance staff in performance of testing activities, including use of functional testing tools
oPlan and/or conduct knowledge transfer to technical staff
oConduct activities to keep the State up-to-date on information related to the Affordable Care Act, Federally Facilitated Exchange, and other Federal and State initiatives
Candidates with the below experience will be given preferential treatment:
•Experience with Sybase PowerDesigner for business process modeling and data modeling
•Knowledge and experience developing JavaEE based web applications using SOA and J2EE concepts with a background in use of Struts, JSP, EJB, JDBC, XML, XSD, XHTML, LDAP, JavaScript, Structured Query Language (SQL), Web Services
•Experience related to Human Services business areas
oMedicaid Eligibility Determination
oTemporary Assistance to Needy Families (TANF)
oSupplemental Nutrition Assistance Program (SNAP)
oLow Income Heating and Energy Assistance Program (LIHEAP)
oChild Care Assistance
